Chapter 3: Details on the organization of the Commons' Convention -part 1-


3.5. Organizational structure of the local Commons' Convention 

The Commons' Convention will also be established as a local autonomous entity. Although the Commons' Convention established in each Zonelet that makes up the federal Zone is also a type of local Commons' Convention in a broad sense, the following discussion assumes local Commons' Convention in the unitary Zone.

In that case, if we assume three tiers of local autonomy: the commune, the regional area, and the the Provincial Area. Each of the three tiers will have its own Commons' Convention, and they will stand on an equal footing with each other.

However, in the system of the Commons' Conventions where people are united in a relationship of equals, the basic structure of local Commons' Conventions is similar to that of the General Commons' Convention, so most of the points mentioned in the previous section apply, but there are a few points that are unique to the local Commons' Convention.

First, with regard to the number of delegates, it is naturally less than that of the General Commons' Convention. However, since the local Commons' Conventions also perform comprehensive legislative and administrative functions, even the smallest Commons' Convention of the commune will undoubtedly has more delegates than the current number of municipal assembly members.

The provincial Commons' Convention, which is a wide-area local entity, is the largest of the local Commons' Conventions, and is positioned like General Commons' Convention in the Province, but it does not have command authority over the Commons' Conventions of the communes and the regional areas within the Province.

The Local Commons' Conventions also adopt a committee system, consisting of standing committees and special committees. However, since the communes and the regional areas deal with issues related to daily life, there is a tendency to place more emphasis on deliberations at general meetings rather than committees.

Additionally, there is room for innovation in the Commons' Convention of the commuene that incorporates elements of direct democracy, such as allowing ordinary citizens other than delegates to participate in deliberations at the committee.

The executive board of the Local Commons' Convention is also the Political Council, which is composed of the chairperson, vice chairperson, and chairs of each committee, and the chairperson of the Local Commons' Convention holds a position equivalent to the head of the current local government. However, However, it is the head of the council, not a sole leader like a governor or mayor.
