Chapter 7: Specifics of the Organization of the World Commonwealth - Part 1 -

7.4. The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary

The current organizational structure of the United Nations has no equivalent to an executive body, which is a major weakness in the UN's leadership in dealing with global issues.

Although there is a Secretariat led by the First Secretary, it is essentially a bureaucratic system, and the First Secretary is appointed by the General Assembly on the recommendation of the Security Council, which is controlled by the five major powers, and serves more as a general representative of the five major powers, so the UN Secretariat's executive character is weak.

On the other hand, the G8 (G7) Summit functions as a kind of international executive body outside the UN framework, but deciding international issues over the head of the UN with a biased composition centered on economic powers is oligarchic and undemocratic. Therefore, the world needs a democratic executive body that guarantees greater fairness.

The Commons' Convention at the Zonal level is itself a decision-making body as well as an executive body, but since the World Commons' Convention, which will be the decision-making body of the World Commonwealth, is made up of Zones from all over the world, it is difficult to adopt such a centralized structure. Therefore, the executive body of the World Commonwealth must be established separately from the Commons' Convention.

There are various ways to achieve this, but for the time being, it seems that the most simple and appropriate would be to have the conference made up of the Grand-Zonal representatives from the five Grand-Zones mentioned last time, the Conference of the Grand-Zonal Permanent Representatives Plenipotentiary, serve as the World Commonwealth's executive body.

There are various possibilities for the position and election method of the Grand-Zonal Representatives, but simply appointing the Chairperson of the Commons' Convention as the representative, as is done at the Zonal level, does not seem appropriate given the importance of its role in dealing with world issues, so the Permanent Plenipotentiaries selected by the Grand-Zonal Commons' Convention will be the Grand-Zonal representative. The conference of the Grand-Zonal representatives will therefore be composed of these five Permanent Representatives Plenipotentiary.

The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary will be tasked with submitting draft treaties to the World Commons' Convention (World Commonwealth General Assembly) and ensuring the implementation of established world treaties, as well as discussing and deciding on response policies for emergency issues such as major disasters, infectious disease pandemics, and civil conflicts.

The Secretariat will be established as a subsidiary organ to the General Assembly, which will also assist the Conference of the Grand-Zonal Permanent Representatives Plenipotentiary and coordinate with other organs (details will be given in the next chapter).
