Chapter 5: Status of the Commons' Convention Delegates


5.1. Delegate License

Although the members of the the Commons' Convention - the Commons' Convention Delegates (hereafter referred to as Delegates) - are similar to Members of Parliament under the current system, their status is not the same as that of a member of parliament. First of all, a Delegate must be a licensed member.

A Delegate license is obtained by passing a public examination that is common to both the whole land and local levels. This Delegate License Examination is held for each Zone, and there is no age restriction for taking the exam, and anyone who has lived in the Zone for a certain period of time can take it. However, the age and residency requirements for Delegate are left to the discretion of each Zone.

By the way, since there is no concept of "nationality" in the Zones of the World Commonwealth, even if you are from an overseas Zone, you can obtain a Delegate license if you have lived there for a certain number of years. However, since the examination is conducted in each Zone, it is conducted in the official language(s) of that Zone.

The examnination consists of the following sections: [I] Basic Subjects: "Policy Planning", "Legislation Techniques", and "Political Ethics", [II] Policy Subjects (Group A): Compulsory Subjects: "Politics and Law" and "Environment and Economy", and (Group B): Elective Subjects to be selected from "Welfare and Healthcare" or "Education and Culture".

[I] Basic Subjects tests the basic understanding of the qualifications and ethics required to perform the duties of a representative. [II] Compulsory Policy Subjects tests specific knowledge related to the two main pillars of "Politics and Law" and "Environment and Economy" that a policy maker/legislator should understand.

[II] Elective Policy Subjects are selected from the specific policy areas of "Welfare and Healthcare" or "Education and Culture" that each candidate is more interested in. Delegates do not have to be experts in a particular field, but the intent is to allow delegates to have some degree of specialization.

The technical implementation method of the exam will not be a no-reference type that relies on memorization, but a reference type that allows the bringing in and reference of official textbooks for each subject compiled by the People's Congress Examination Bureau, which is in charge of the licensing exam. This is because the duties of a delegate do not depend on special expertise, but on comprehensive and comprehensive awareness.

In light of the purpose and intent of the licensing exam, the exam should not be a selective one for a small number of people, but a qualification-granting type, with a high pass rate of over 80 percent. As a result, it will not take many years to pass, and the majority of applicants will be able to pass within two attempts.

However, a delegate's license expires after 20 years or after 10 years of not applying for a delegate position, and in order to re-acquire it, he or she will have to take the licensing exam again. In this renewal exam, the above-mentioned basic subjects [I] will be waived, and only policy subjects [II] will be required.
