Chapter 5: Status of the Commons' Convention Delegates


5.2.  Selection of delegates by lottery and term of office

The delegates to the Commons' Convention are selected by lottery, not by election. However, as mentioned in the previous article, the lottery is not completely random, but rather, as mentioned in the previous article, they are publicly solicited and selected by lottery from among licensed delegates who have reached the age set by each Zone.

Also, as mentioned in the previous article, anyone who has resided in the Zone for a certain period of time can obtain a delegate license, but the period of residence required to be elected as a delegate can be determined separately for each Zone.

Anyone who has had their civil rights suspended due to a criminal or other offense, or who is in a state of mental incapacity, will be ineligible. The same applies if the remaining period of the validity of the delegate license (20 years) at the time of public solicitation is less than the delegate term listed below.

Ideology and beliefs do not constitute any reason for ineligibility, but if it is discovered after the lottery that a person is a member or has an interest in a subversive or other anti-social group, they will be subject to the possibility of impeachment and removal.

The lottery is drawn without dividing the candidates into districts like the electoral districts in the electoral system. In the case of a Zonal Commons' Convention, the lottery is drawn from the entire Zone, while in the case of a local Commons' Conventions, the lottery is drawn from the entire area in question. This is a simple and clear method of lottery. The Commons' Convention is different from a parliamentary system based on political parties in that it does not allow public recruitment on a party basis, and always recruits individuals.

The public recruitment and lottery drawing will be conducted periodically and on a supplementary basis by the secretariat of respective Commons' Convention. The lottery drawing will be conducted by a non-electronic lottery method that is difficult to manipulate. The lottery drawing will be open to the public, and will be attended by official observers selected by the Commons' Convention, and will be open to the public and broadcast by the media.

As being a delegate is not a "profession" but a "duty", the principle is a rotation system, with the term of office being around four or five years (can be chosen arbitrarily for each Zone and local areas), and consecutive applications to the same office are not permitted.

However, as long as the delegate license is still valid, it is possible to reapply and be selected by lottery after one or more terms, or to apply and be selected by lottery to move to a different office, as this does not go against the principle of the rotation system.
